As I understand it, the transition team has recommended to you an avenue to seek statehood through the congressional passage of an Organic Act to direct the formation of a territorial government and the perfection of our petition for statehood. We are waiting to see what you will do. Don't listed too much to Mrs. Norton, as if you let her guidance limit your options the District will never have full citizenship.
